Get the toddler to pretend that the water is ice-cream, chocolate, etc. and their hands are scoopers. Then get the child to stand low in the water so that their shoulders are submerged. Ask them to run across the pool scooping as much ice-cream as they can while making big circles with their scoopers (arms). By doing this they are getting used to how the water feels when the use the front stroke arm action and since their hands are scoops they will learn to keep their fingers together.
